Uses and appropriations of the eco-modernizing discourse in the configuration of the research agendas of the Quimilí-INTA Experimental Station during the period 2011-2022

Abstract
The EEA Quimilí is one of the three experimental units of the Tucumán-Santiago Regional Center of the National Institute of Agricultural Technology (CRTS-INTA. It was created in 2011 and its area of influence is the eastern region of the province of Santiago del Estero, an area characterized by the systematic expansion of the agricultural frontier. From its creation until 2022, the institution was crossed by multiple uses and appropriations of the eco-modernizing discourse, which served as a nodal institutional guideline. In general terms, Hajer characterized as ecological modernization a symbolic plot whose signifiers revolved around the slogan of sustainable development. He understands ecological modernization as a development discourse that appeals to a system of values, categories of thought and rhetoric, which have been instituted on a global scale, acquiring significant legitimizing power in the elaboration of public policies aimed at responding to the environmental crisis. For multiple reasons described in the text, ecological modernization responds to the process of emergence and imposition of a green script of low critical intensity in the field of public policies on a global scale. In this paper, we argue that, in the context of the creation and consolidation of the EEA Quimilí, this development discourse was actively appropriated by different actors to legitimize research agendas that selectively problematize and exclude certain objects, according to specific interests, projects and contexts.
